The Migratory Bird Treaty Act protects birds that migrate through or via the United States and are native to North America. It covers these migratory species and their nests and eggs, not every bird or only endangered species. It’s not limited to birds of prey. So the best choice is native migratory birds: species that travel between regions and rely on habitats across borders, which the MBTA aims to conserve.
